En clair. "Each of the participating Governments binds itself to prohibit the importation and exportation of prepared opium respectively from and to the territories of the other Powers.
If this wording not accepted you may vote for the motion as originally proposed, provided that in doing so you make a statement in the sense of third paragraph of Colonial Office letter of 18th December.
